Massaro CM Streamlines Bidding Process at Penn State

November 2010 - Massaro CM Services, LLC implemented a virtual plan room to enhance and streamline the bidding process for Penn State University’s Henderson Biobehavioral Health Building Project, a $34,000,000 project designed by Bohlin Cywinski Jackson Architects. In collaboration with Washington Reprographics, Massaro established a project website, which was accessible to all participating bidding prime contractors and subcontractors. Once registered with this website as a participating contractor, vendors could view and purchase any or all contract documents.

Through this new communication system, important announcements to the participating contractors were made about existing and new information. The website had the following information posted for review and or purchase:

  • Advertisement for Bid
  • 425 Sheets of drawings in 3 volumes
  • 4,000 Pages of specifications in 3 volumes
  • 153 Requests for Information (RFI’s)
  • 153 RFI answers
  • Contact information for 6,000 MBE/WBE contractors
  • Bidder lists
  • Prequalification forms and approved contractors
  • Pre-bid meeting minutes
  • Pre-bid attendee list
  • Pre-bid PowerPoint Presentation
  • Addenda

At the time of the bid Massaro had over 750 individuals from Ohio, Pennsylvania, West Virginia, New York and Maryland registered on the website

This tool allowed a streamlined, almost paperless process, for the distribution of an enormous volume of bidding information to multiple contractors eager to be as informed as possible on bid day.
